Hazel O'Leary is too damn likable. Recently at a Washington conference on openness in government, the Energy Secretary wowed the gathering of journalists, historians, information specialists, citizen activists and radiation victims - a group known as the "access" community. In the past six months O'Leary, whose department previously had a reputation for secrecy and arrogance, has waged a high-profile "openness" campaign, which includes her pledge to disclose details of human radiation experiments.
