EDITORIAL: Time to ask for directions: Put proposals to renew revenue sources for State Road Fund in gear.

Nov. 17--The roads to and from Almost Heaven are paved with good intentions.

But that has not allowed the State Road Fund to make ends meet for most of the more than 37,000 miles in West Virginia. As a result about 10 percent of the state's roads are already in poor condition and another 25 percent are rated mediocre, according to a recent report by the Road Information Program. And some $350 million a year is needed now to meet highway construction and maintenance needs, according to the state Division of Highways.
