Nov. 21--The mother of a Chester High School junior described continuing chaos at the school to a Commonwealth Court judge at a hearing in Philadelphia yesterday, and Pennsylvania's secretary of education talked about what he would do to fix things in the troubled district. Last month, President Judge James Gardner Colins granted temporary receivership to Education Secretary Gerald L. Zahorchak, ruling that the three-member board that oversees the Chester Upland district had failed to properly manage matters there.
