In June 1951, the National Association of Radio and Television Broadcasters (NARTB) announced that it was in the preliminary stages of formulating a code of self-regulation for the television industry. The current chairman of the Federal Communications Commission (FCC), Wayne Cox, proclaimed that this decision "may go down as one of the most significant milestones" in broadcasting history in the United States ("TVCasters" 24).
