Flagship state universities get blasted in report.

Nov. 21--The nation's flagship state universities, including the University of Oregon, are using resources to recruit top students at the expense of providing opportunities for poor and minority students, according to a national report released Monday.

"Just at the moment when more low-income and minority students are turning toward college, many colleges are turning away from them," the report said. "Nowhere is this . . . more disheartening than in the public flagship universities."
