AGRICULTURE : VOLUNTARY MODULATION IS INEVITABLE IN RURAL DEVELOPMENT.(European Union)

There is no alternative. The voluntary modulation of direct payments, up to a maximum of 20% - a possibility introduced by the conclusions of the December 2005 European Council - must be implemented, according to the Finnish Presidency of the European Union. That view is shared by the UK and Germany. Indeed, Britain considers the measure essential and sees it becoming the main source of funding for rural development.

Responding, albeit rather reluctantly, to a request by the heads of state or government as part of their agreement on the Financial Perspectives 2007-2013, the European Commission has proposed a franchise of 5,000 for optional and compulsory modulation alike.
