WASHINGTON _ Bill Clinton blamed his gubernatorial re-election defeat in 1980 on Jimmy Carter. Carter upbraided Clinton for sending his daughter to private school. Clinton avoided Carter when he returned from North Korea. Carter suggested Clinton's foreign policy was misdirected.
