Female firefighters challenge Portsmouth's light-duty policy.

Nov. 26--PORTSMOUTH -- One of the things Jodie Howard has always liked about working with other firefighters i s the emphasis on family.

Last year, she and her husband, a firefighter in Virginia Beach, planned to have a baby. Howard worked in Portsmouth, but she knew other female firefighters who, while pregnant, had been accommodated with light- duty assignments.

"I didn't specifically ask if that was covered when I joined Portsmouth," said Howard, 32, who has worked there for three years. "I just assumed that it was."

She was wrong.
