Nov. 22--The city and county joined efforts a little more than a year ago to make sure communication doesn't break down during a disaster. Not only did they release a study Tuesday, but three-fourths of the recommendations from the study are already in place. After hearing the problems government officials in Louisiana and Mississippi faced in the aftermath of hurricanes Katrina and Rita, Mayor Graham Richard partnered with Allen County Commissioner Nelson Peters to make sure the city and county would not have problems during a major disaster.
