Nov. 28--Two new charter schools are proposed for the Chester Upland School District, where 37 percent of the students are already in charters, by far the highest percentage in any Pennsylvania district. Many residents oppose new charters in the academically and financially distressed district; the state Education Department cautions against unlimited expansion, saying it would further jeopardize finances. The applications were announced last week at a meeting of the control board that runs the district.
