When the COPE Alternative Education Program in Ypsilanti, Mich., lost 20 percent of a state grant, the nonprofit also faced the daunting shortfall of $ 250,000 in school systems. Yet the development office surged ahead with a tightly-targeted fundraising letter campaign that received a 12 percent response and average gift of $55. COPE raised $11,000 last year and hopes to increase that to $20,000 this year.
