Nov. 29--WATERLOO -- Hundreds of arts supporters have opened their pocketbooks to help create a Youth Pavilion at the Waterloo Center for the Arts.
None have been more generous than Dale and Dianne Phelps.
The city and arts center officials this morning announced the 39,000-square-foot addition now under construction will be named Phelps Pavilion in honor of the Waterloo couple's $500,000 donation to the project, the largest single gift donated by an individual or family.
