SAN FERNANDO CITY, La Union -- A proposal of a Manila-based company to conduct mining of "black sand" on the shores of the Ilocos Region can generate $71 billion in revenues for the government, Engineer Samuel Paragas, Region 1 director of the Mines and Geosciences Bureau (EMB), said here yesterday.
Paragas said black sand with high-grade magnetite content is abundant in the sea and shores of Ilocos Sur, La Union, and Ilocos Norte.
He said that the application of Colossal Mining Corp. (CMC) for a permit to explore black sand in the shores of the three provinces had already been forwarded to the office of Environment and Natural Resources Secretary ...
