Dec. 11--It's become a veritable holiday-season tradition. Every December, the Monterey County Public Works Department puts out a report about traffic on Carmel Valley Road. The annual report is the product of a long-standing court order that requires the county to prohibit new subdivisions in Carmel Valley, if traffic congestion reaches certain "threshold" levels on any of 12 different segments of Carmel Valley Road, Rio Road and Carmel Rancho Boulevard.
