SEOUL, Dec. 11 (Yonhap) -- A special U.N. investigator said Monday that cross-border brokers present challenges to South Korea's effort to create a more reasonable system of international marriages involving Korean men and migrant women.Jorge Bustamente, who serves as U.N. special rapporteur on human rights of migrants, also indicated he will address the issue in next year's U.N.
