ATLANTA - At Atlanta Ballet (AB), the tin cup has been rattling so loudly for so long that it has drowned out artistic director Robert Barnett's dreams. Result: He has resigned a year in advance of his planned retirement in June 1995.

Barnett made the decision last February, and in a March 1994 letter to AB's board of trustees he discussed the budgetary strictures that had been imposed on him.
