Dec. 12--Had the U.S. House ethics committee recommended disciplining Speaker Dennis Hastert in the Mark Foley fiasco, it might have seemed to be piling on.

Little that the panel could have called on the House of Representatives to do to its top leader would have been harsher punishment than what voters did to Hastert's party last month.

The Foley scandal and the GOP's mishandling of it contributed to voter discontent that drove the Republicans from their majority in the House.

Yet the ethics committee's slap on the wrist to the speaker also amounts to a "Get out of jail free" card.
