Dec. 13--Independent business owner Doug McMakin pays $860 a month for health insurance, and if he, his wife or either of their two children get sick, they've got to cover the first $2,500 worth of health-care costs before the insurance policy begins picking up the tab, he said.

McMakin, the 45-year-old pharmacist and owner of McMakin Pharmacy in Beaumont, said he spends more than 10 percent of his income on his family's health-care costs. He is not alone.
