HERE are some proposals which you will not find in William Waldegrave's white paper on the civil service published on July 13th. Most top civil servants will not be put on fixed-term contracts. Most of their jobs will not be given to people from the private sector. Their pay will not increase enormously nor will their numbers be cut hugely. The fast stream which separates the most promising recruits for special advancement will not be abolished. The French cabinet system which provides more political advice to ministers will not be imported; nor will the American system of political appointments to the civil service; nor the German system of public law, which defines civil ...
