The Pentagon raised enormous expectations with its Nuclear Posture Review (NPR) announced by Defense Secretary Les Aspin last year and originally scheduled for completion in March. The effort was described as "a comprehensive, basic, wide-ranging, integrated review of the entire U.S. nuclear posture."
Task forces were formed, working groups and advisory panels arranged. Aspin reported to Congress just before stepping down that the NPR, "the first since the late 1970s...[will be] the foundation that shapes U.S. nuclear force posture in the post--Cold War world."
