JERUSALEM _ Sanctioning one of the most controversial tactics used by Israel in its conflict with the Palestinians, the Israeli Supreme Court on Thursday upheld the army's policy of targeted killing of militants but said the legality of each attack had to be determined case-by-case.

The court declined to issue a blanket ban on the practice, frequently used by the Israelis during six years of fighting with the Palestinians. Some human-rights groups have called the tactic execution without trial and a violation of international law.
