Cards came under the political gun this week with officials from two Midwestern states taking on gift cards and ATM fees. Illinois Lt. Gov. Pat Quinn says he will introduce legislation in the state's General Assembly banning ATM fees, and suggested that banks wishing to do business with Illinois should eliminate the fees. "Bankers seeking to do any financial business with Illinois should be required to sign formal agreements where they would pledge to roll back their surcharges on ATM transactions faced by more than 6 million ATM cardholders in Illinois," Quinn said in a statement.
