RICK FERGUSON didn't intend to become the poster boy for landowner's rights in the Lake Maumelle watershed.

But the upscale Little Rock home developer unwittingly stepped into the role three years ago when he first talked about his plans for Waterview Estates with Jim Harvey, chief executive officer of Central Arkansas Water.

Ferguson mistakenly thought he could work with CAW to hammer out development details that would allow him to build his 320-lot, 1,140-acre gated community north of the lake while safeguarding the largest source of drinking water in central Arkansas.

Instead CAW said no to development on the southern 301 acres his property ...
