Statements by Alan Boyd from Marine Coastal Management's (MCM) letter "Scuba diving effects" (December 15), require a response to add other, necessary perspectives.

MCM refers to "broader framework for Marine Protected Areas" (MPAs), but the fact remains that recreational scuba diving is the only non-consumptive marine activity where individuals are required to have permits. It has been three years since this legislation was promulgated and MCM still cannot explain why this is so.
