The New York Times said Tuesday that advertising volume had declined so much in the last two years that it would shut its northern New Jersey printing plant by the end of next year as part of its overall strategy to reduce costs. Arthur Ochs Sulzberger, publisher of The Times and chairman of The New York Times Co., told union leaders that the printing plant in Carlstadt, N.J., would be closed and its operations transferred to a plant under construction in Edison, N.J.
