The Air Force's effort to build a worldwide satellite- tracking network vital to the nation's defense is so plagued by mistakes, delays and cost overruns that Congress should stop paying for it, the General Accounting Office said Thursday.

The Space Defense Operations Center, located at Cheyenne Mountain Air Force Station in Colorado Springs, Colo., is a command and control computer system that tracks up to 10,000 objects orbiting the Earth.
