It has been the strange fate of West German Chancellor Helmut Kohl, considered a congenial and easygoing politician, to preside over a nation whose allies find increasingly uncooperative.
"Kohl's problem is that his years in power have coincided with strong stirrings among the German people to break out of the postwar mold into which they were forced by defeat," according to Theo Manfried, Frankfurt University professor of politics.
