Those phrases are gaining popularity as the nation tries to convince people considering a recreational snort or a future in the lucrative drug trade that it's risky business.
"Those guilty of drug offenses must believe that punishment is inevitable," federal drug czar William J. Bennett said in a recent speech. "As long as they don't, the deterrent effect of incarceration will be neutralized."
