In a major report certain to stir controversy, a government-appointed commission called Saturday for an end to all apartheid laws and the creation of voting rights for the black majority.
The commission's report was released one day after the main Afrikaner church declared for the first time that apartheid is a sin. The Dutch Reformed Church, which includes President P.W. Botha and virtually his entire Cabinet as congregants, also expressed guilt for its role in supporting apartheid.
