The Sandinista government on Friday pardoned and freed 1,894 former national guardsmen in partial fulfillment of a Central American peace agreement.
Hours later, in the capital, Managua, President Daniel Ortega announced electoral and other reforms and said measures point to his leftist government's commitment to end strife in the region.
Ortega appealed to the U.S. Congress not to renew humanitarian aid to the Nicaraguan rebels, known as contras, beyond 90 days because it would go against the desire of the Central American presidents to dismantle the force.
