President Mikhail S. Gorbachev, moving quickly Monday to quell the latest outbreak of nationalist unrest, sent Foreign Minister Eduard A. Shevardnadze to appeal for calm in the Republic of Georgia, where at least 18 people have been killed in clashes with Soviet troops.
The Kremlin, in a series of lightning steps clearly aimed at restoring peace to the southern republic, also sent condolences to the families of those killed, declared Tuesday an official day of mourning and established a commission to investigate the reasons for the rioting.
