A coalition of government watchdog groups on Monday called on the state Legislature to enact regulations that they say will make state government "more open, accessible and fiscally accountable."
These include limiting the number of publicly funded mass mailings that legislators can send to constituents, detailing in the annual legislative budget exactly how money should be spent and requiring legislators to vote on all bills brought before them.
