A state appeals court has ruled parents of a child bitten by a dog were in error when they blamed the owner's landlady, but one judge said state law should be stronger governing landlord responsibility.

The 4-1 decision by the Appellate Division of state Supreme Court Thursday hinged largely on the character of the dog who bit young Keri Plue in Colonie.

The dog was an Afghan hound, member of a breed of silky, long- haired dogs of aristocratic visage.
