Repeated problems with unruly street gangs on Hamilton Hill during recent months have prompted the City Council to appropriate $20,000 in the 1991 budget to the Boys' Club. Council President Thomas E. Isabella said that instead of relying on police patrols and a curfew to curb the problem, the city must provide new services for youths.

At Isabella's urging, the Boys' Club has prepared a $100,000 youth-development proposal.

While council members do not think the city can afford the entire $100,000, Isabella has suggested that $20,000 could provide a scaled-down starter program.
