The state's Off-Track Betting operation worries more about making money than saving it, state Comptroller Edward Regan charged on Monday.
In a nearly 2 1/2-year-old audit, Regan said he wondered why the increase in revenue that OTB operations saw during the last several years hasn't translated into a larger windfall for local governments.
