Many labor conflicts directly incovenience the public - an interruption in transportation schedules, for example, or a temporary shortage of goods or services. A local labor issue involves much more, however. Lives are at stake - literally.

The conflict is between the Civil Service Employees Association and the Red Cross. After three years of struggle, dating back to the start of the first contract negotiations in 1987, the union is now calling on its Capital District membership not to give blood.
