New York's mentally ill have been getting lost in the budget morasses of the last several years, and this year is no different, advocates said.
"New York seems to operate on a cause-of-the-year mentality," said Jean Hebb of the Alliance for the Mentally Ill of New York State. "The problems of the mentally ill have not had their year yet."
Advocates for the mentally ill were scheduled to hold a rally on the Capitol's east steps at 12:30 p.m. today.
The budget Gov. Mario M. Cuomo proposed this year allocates $1.5 billion for programs for the mentally ill, up 4.8 percent from last year, but calls ...
