Arthur Y. Webb faces harsh words from unions and numerous questionsfrom lawmakers today
as the state Senate begins considering his confirmation as director of New York's troubled drug treatment division.
Legislative sources said Webb's confirmation as head of the Division of Substance Abuse Services is likely. He would succeed Julio A. Martinez, who resigned under fire.
Webb's appearance before the Senate Committee on Alcoholism and Drug Abuse, headed by Thomas Libous, R-Binghamton, marks the first key step in his confirmation.
