Despite the city treasurer's insistence that the move was too costly, the Common Council voted Wednesday night to create the position of personnel administrator.
The council - normally unified on nearly every vote - split 7-2 in the matter, which calls on Mayor Joseph Harrigan to appoint his secretary, Joan Ann Cook, to the $17,384-a-year part-time position.
In a lively debate during the council's conference session, Treasurer John Dwyer urged the aldermen to delay the hiring until the next city budget is created in August. Dwyer said the current budget is strained too far and cannot absorb the additional salary ...
