Gov. Mario M. Cuomo, responding to a nationwide movement to curb tobacco sales to teenagers, proposed legislation on Wednesday to ban cigarette vending machines in most settings and restrict promotional giveaways of tobacco products.
The proposals by Cuomo, a reformed three-pack-a-day smoker, would be among the toughest in the country if approved. They come just one month after a new law prohibiting smoking in a variety of public places took effect.
Cuomo said the restrictions are needed because existing laws do not go far enough to ensure that teenagers do not get their hands on cigarettes.
