A federal appeals court has ruled that a Connecticut law allowing judges to tie up the real estate of people who are targets of lawsuits is unconstitutional - a decision that could void thousands of real estate attachments in the state. The U.S. Court of Appeals for the Second Circuit in New York ruled Friday that the law is not fair because it does not provide for both parties to be heard. The state law allows a plaintiff to prevent the person he is suing from disposing of real estate that could used to pay an award.
