Local Teamsters - in their action and inaction, hope and apathy - reflect the national turmoil in the first direct, secret-ballot election of a president in the country's biggest union.
Federal officials are conducting the election under a 1989 consent order that settled the government's racketeering suit against the Teamsters. The suit contended organized crime helped select previous presidents, all who had been chosen by unelected delegates.
