State officials long have boasted of their commitment to the disabled by touting a 1977 program to bring people with disabilities into the government work force.
Now, however, in this era of budget cutbacks and layoffs, the Governor's Program to Hire Persons with Disabilities is failing to offer laid-off disabled workers the same civil service protections afforded the non-disabled and could be making them easier targets for agencies looking for people to lay off.
