Russian President Boris N. Yeltsin, hailing the downfall of communism and the collapse of the 74-year-old Soviet state, announced plans Sunday to form a small Russian national army on the basis of czarist traditions.
"We should not give in to feelings of defeat; what has been defeated is not Russia, but the communist idea, the experiment that was thrust upon our people," said Yeltsin, standing next to the white, blue and red Russian flag as he delivered a televised New Year's address to his reborn nation.
