*Origin - The conference is the outcome of diplomacy begun by President Bush in March 1991 after the Persian Gulf war, with U.S. prestige high after Iraq's defeat. Secretary of State James A. Baker III made eight trips to the Middle East in as many months to negotiate the terms for the peace conference, the first since an abortive December 1973 parley in Geneva.
