In a historic bid to remove a major obstacle to increased U.S. economic aid, President Mikhail S. Gorbachev announced Wednesday that his country would begin discussions shortly with President Fidel Castro of Cuba about the withdrawal of the 11,000 Soviet military personnel.

Gorbachev, who announced the decision characterized by Soviet television as "sensational" after a meeting in Moscow with Secretary of State James A.
