An Oneida County grand jury has refused to indict staffers at the Central New York Psychiatric Center in Marcy in the December choking death of a patient/inmate.
Last month the state Commission of Correction issued a report that labeled the Dec. 21 choking death of inmate Darrell Booth a homicide, and it recommended grand jury action.
The commission, a prison watchdog, issued the same findings in a similar 1988 death of Marcy inmate Shelton Philpot.
