Feminists and civil libertarians have assailed them as the pregnancy police - the lawmakers, prosecutors and child abuse groups on the lookout for women who might be harming the fetuses harbored in their wombs.
These fetal cops - as they have also been called - have helped pass laws as mild as the one recently signed by Gov. Mario M. Cuomo, requiring New York state bars and liquor stores to post warnings signs for pregnant women.
They have been as severe as Paul Logli, a Rockford, Ill., prosecutor, who sought - but failed to get - a homicide indictment against a cocaine addict whose baby died from oxygen ...
