The Soviet republic of Georgia snubbed its nose at the Kremlin on Tuesday by declaring its independence just as Soviet President Mikhail S. Gorbachev demanded a ban on government protests in an attempt to halt the nation's slide toward economic and political collapse.
Gorbachev, presenting a one-year "anti-crisis" program, called for a moratorium on strikes, rallies and demonstrations during working hours. He also warned of tough penalties for rebel republics that threaten to leave the Soviet Union.
