It's no secret that New York's saltwater sportfishing industry is in deep trouble. Pollution, over-fishing and the high cost of fuel are just a few of the reasons charter boat captains from City Island to Montauk Point cite when describing the decline in angler participation. So you would think the last thing anyone would want is a saltwater fishing license.
